AI Voice Agent Development in Bangalore
Phone agents that answer every call, qualify the caller, book the appointment and write it to your CRM — around the clock, in English and Hindi. Built with the latency budget and the TRAI rules handled before launch, not discovered after.
- Answers every call — first ring, 24/7, many at once
- Qualifies and books — real calendar, real slots, written to your CRM
- English and Hindi — tested on your own recordings, not a vendor demo
- Under a second — the latency budget that decides how it feels
- TRAI-compliant outbound — consent, DND, 140/1600, calling hours
The short answer
An AI voice agent costs ₹1,50,000–₹8,00,000 to build and ₹15,000–₹75,000 a month, plus ₹2–₹12 per minute of talk time. A single-purpose inbound agent is live in three to four weeks; multi-intent or outbound takes six to ten.
It is not automatically cheaper than a receptionist. Below about a thousand calls a month a person costs less per call. The real argument is usually the calls you are missing now — after hours, during spikes, and on the second line while the first is busy.
What it does
Six jobs, and the last one is where it pays
Answers every call, first ring
No hold music, no voicemail, no missed call at 9pm. The calls you currently lose to a busy line are the cheapest new business you will ever buy.
Qualifies the caller
Asks the four questions your team asks — what, where, when, budget band — and writes a structured record instead of a callback request.
Books the appointment
Reads the real calendar, offers real slots, books one and sends the confirmation. This is the part that makes it an agent rather than a recording.
Answers from your own material
Opening hours, service areas, price bands, warranty terms — grounded in your documents, with a refusal and a human handover when there is no source.
Hands over cleanly
Transfers to a person with the conversation summarised, so the caller does not repeat themselves. The handover rule is a scoping decision, not an afterthought.
Works after hours and through spikes
The hours a human costs the most to staff, and the surges that would otherwise go unanswered. This is where a voice agent earns its keep.
How it works
Five stages, and about one second to get through all of them
Every stage streams into the next rather than waiting for it to finish — the agent starts speaking before it has finished deciding what to say. That is the whole trick. Past roughly 1.5 seconds of silence callers start talking over it, and the conversation falls apart regardless of how good the model is. The loop below repeats on every turn of the conversation.
- Caller · dials in
- A real phone call over the PSTN or a SIP trunk. Nothing is installed on the caller's side and no app is involved.
- Speech to text · ~200 ms
- Streaming transcription. Indian-English and Hindi accuracy is the make-or-break here, and it is worth testing on your own recordings before committing to a vendor.
- LLM · ~400 ms
- Understands intent, retrieves from your content, decides the next action. Kept short deliberately — a model that thinks for two seconds sounds broken on a phone call.
- Text to speech · ~250 ms
- Streaming synthesis, starting to speak before the whole reply is generated. Voice choice matters more than teams expect for whether callers stay on the line.
- Telephony + CRM · ~150 ms
- Transfer, book, log, write back. The action layer, and the part that turns a demo into something with business value.
Cost per handled call
A voice agent is the more expensive option until the volume arrives
The arithmetic below is stated so you can redo it with your own numbers. A receptionist costs ₹25,000 a month, loaded ×1.25 for PF, ESI, desk and equipment — ₹31,250 to employ — and handles about 1,040 calls a month, so headcount steps up in whole people. A voice agent costs ₹25,000 a month plus ₹6/minute on a 3-minute average call.
- At 500 calls
- The receptionist wins — ₹63 against ₹68 a call. One person is not yet busy, and the agent's fixed fee has too few calls to spread across.
- At 2,000 calls
- Level, at roughly ₹31 against ₹31. You would now need 2 people to cover this volume.
- At 5,000 calls
- The agent wins — ₹23 against ₹31, and 5 receptionists is a rota to manage as well as a cost.
- What this leaves out
- The calls you are not answering today. A missed call at 9pm has no cost in this table and a real one in your accounts — which is usually the stronger argument, and the one worth measuring before you decide.

Where it lands
Use cases by industry
Clinics and diagnostics
Appointment booking and rescheduling, prep instructions, report-ready enquiries. Anything clinical is routed to a person by rule, never answered by the agent.
Reception stops choosing between the phone and the person at the desk.
Real estate
Qualifies portal enquiries in the first minute — budget, locality, possession timeline — and books site visits straight into the agent's calendar.
Site visits get booked at 10pm, when the enquiry actually arrives.
Support and AMC desks
Ticket status, warranty checks, engineer scheduling, first-line triage before a human picks up.
The repeat calls stop reaching a person at all.
Sales and outbound
Follow-ups on quotes, renewal reminders, feedback calls. In India this is the branch with real compliance conditions attached — see below.
Follow-ups actually happen rather than being meant to.
Tech stack
What a voice agent gets built on.
Telephony through Twilio, or Exotel and Plivo where Indian numbers, local compliance and the 140/1600 series matter — which for most Indian deployments they do. Speech-to-text and text-to-speech chosen on measured accuracy against your own recordings rather than a vendor demo: Deepgram, ElevenLabs, Azure Speech and the major model providers all have real strengths and real weak spots on Indian English. The model sits behind an interface so it can be swapped when a faster or cheaper one appears, and on voice, faster usually beats smarter.
The honest comparison
Receptionist, IVR, or AI voice agent?
All three are right somewhere. If your call volume is low and the conversation is the relationship, hire a person — I will tell you that rather than sell you an agent.
| Human receptionist | IVR menu | AI voice agent | |
|---|---|---|---|
| Cost per month | ₹25,000–₹35,000 salary, plus PF, ESI, desk and equipment — roughly ₹31,000 all-in per person | ₹2,000–₹10,000 for the platform. Cheap because it barely does anything | ₹15,000–₹75,000 depending on volume, languages and integrations |
| Availability | One shift. Nights, Sundays and festivals cost extra headcount or go unanswered | 24/7, and callers press 0 within seconds to escape it | 24/7 at the same rate. No shift premium, no leave cover |
| Concurrency | One call at a time. Call two is a busy tone | Many, but every caller gets the same tree | Many simultaneously — a burst of thirty calls is handled as thirty conversations |
| What the caller gets | The best experience by some distance, when the person is free and knows the answer | A menu. Most callers are trying to get past it, not use it | A conversation in their own words. Good, not human — and it should say it is automated |
| Handles the unexpected | Yes. This is what a person is for, and why the handover rule matters | No. Anything off-script dead-ends | Partly. It should recognise what it cannot handle and pass it on rather than improvise |
| Right when | Call volume is low, or the conversation is the relationship | You genuinely only need routing to three departments | Volume is high, hours are long, or calls are being missed today |
Indicative pricing
Setup and monthly
Indicative Indian market ranges, not a rate card. What moves a build up a band is intent count and integrations — an agent that answers questions is a fraction of the work of one that books into a live calendar, writes to a CRM and transfers to the right person.
| Package | Setup (one-off) | Monthly | What it covers |
|---|---|---|---|
| Single-purpose agent | ₹1,50,000–₹3,00,000 | ₹15,000–₹30,000 | One job done properly — inbound booking or FAQ answering. English or one Indian language, calendar integration, call logging |
| Business agent | ₹3,00,000–₹5,50,000 | ₹30,000–₹50,000 | Multi-intent, English + Hindi, CRM write-back, warm transfer to a person, dashboard and call recordings |
| Multi-agent / outbound | ₹5,50,000–₹8,00,000+ | ₹50,000–₹75,000+ | Inbound and outbound, several intents, DND scrubbing and consent logging, 140/1600 series setup, escalation rules |
| Usage, billed at cost | — | ₹2–₹12 per minute | Telephony, speech-to-text, model and text-to-speech, billed to your own accounts. Language mix, concurrency and volume commitment drive where you land |
Telephony, speech and model usage are billed to your own accounts at cost, never resold at a margin. Outbound campaigns add number-series provisioning and consent-register work — quoted separately because the scope depends entirely on how you collect consent today. Every figure is sourced in pricing.
Before you dial out
What Indian law actually requires
Outbound AI calling in India is legal under conditions, and the conditions are enforced. They sit under the TCCCPR regulations, amended in February 2025 specifically to cover auto-dialled and AI-driven calling. Inbound — an agent answering the calls you already receive — carries none of this, which is why most first deployments should start there.
- Explicit consent
- Outbound promotional calls need the recipient's prior consent, recorded and produceable. Consent gathered for one purpose does not cover another.
- DND scrubbing
- Lists must be checked against the national Do Not Disturb registry before dialling. This is a per-campaign step, not a one-off.
- The right number series
- 140 for promotional, 1600 for transactional and service calls. Using an ordinary number for promotional calling is the fastest way to get disconnected.
- Calling hours
- No marketing calls before 9am or after 9pm, local time to the recipient.
- Say it is a machine
- The agent identifies itself as automated. This is both the rule and, in my experience, better for conversion — callers who work it out mid-call disengage.
- Robocalling is pre-declared
- Auto-dialled and pre-recorded calling has to be declared to the access provider in advance, on the designated series.
This is a summary written to help you scope, not legal advice — verify against the current TRAI regulations, or your telecom counsel, before running an outbound campaign. If a vendor pitching you outbound AI calling has not raised any of the above, treat that as information about the vendor.
FAQ
AI voice agents — questions I get asked
How much does an AI voice agent cost in India?
₹1,50,000–₹8,00,000 to build and ₹15,000–₹75,000 a month to run, plus usage at ₹2–₹12 per minute all-in. That per-minute band is the figure most quotes omit and the one that decides whether the project makes sense: at 3,000 minutes a month it is the difference between ₹6,000 and ₹36,000. I forecast it against your real call volume before you commit.
Is it cheaper than hiring a receptionist?
Not automatically, and anyone who says otherwise has not done the arithmetic. Below roughly 1,000 calls a month a receptionist is cheaper per call, because the agent's fixed monthly fee has too few calls to spread across. Above about 2,000 it tips, and by 5,000 it is decisively cheaper. The chart above shows all three. The stronger argument is usually not cost per call at all — it is the calls you currently miss.
Can it handle Indian accents and Hindi?
Yes, and this is the part to test rather than take on trust. Indian-English and Hindi transcription is materially better than it was two years ago but still varies by vendor, and code-switching mid-sentence — the way most people actually speak — is where the weaker ones fall apart. Part of scoping is running your own call recordings through two or three engines and picking on measured accuracy.
Will callers know it is a bot?
Within a sentence or two, most will — and it should tell them anyway. Under the TRAI rules an automated caller identifies itself, and it is also the better commercial choice: callers who work it out on their own tend to disengage, while callers told up front generally carry on if it is answering their question.
Is outbound AI calling legal in India?
Yes, under conditions, and they are enforced. Outbound sits under TCCCPR, amended in February 2025: explicit prior consent, DND scrubbing before every campaign, the 140 series for promotional and 1600 for transactional calls, a 9am-to-9pm window, and the agent declaring it is automated. Robocalling is also pre-declared to the access provider. Inbound — the agent answering calls you receive — carries none of this. If a vendor has not raised any of it, that tells you something.
How fast does it respond?
The target is under a second from the caller finishing to the agent starting to speak, which is roughly the pause a person leaves. Past about 1.5 seconds callers start talking over it and the conversation degrades. That budget is why the architecture matters more than the model choice: every stage streams into the next rather than waiting for the one before to finish.
What happens when it cannot answer?
It transfers to a person, with the conversation summarised so the caller does not start again. The rules for when to hand over are a scoping decision — too eager and it is an expensive switchboard, too reluctant and it frustrates people. That balance usually needs adjusting in the first fortnight against real calls.
How long does it take to build?
Three to four weeks for a single-purpose inbound agent, six to ten for a multi-intent or outbound one. The long pole is almost never the AI — it is telephony provisioning, number-series approval where outbound is involved, and getting access to the calendar or CRM it needs to write to.
What do I own at the end?
The prompts, the call flows, the evaluation set and the code, in your repository. Telephony, model and speech accounts in your name and billed to you directly at cost. If you move to another developer, the recordings and the evaluation set go with you.
Can it work alongside my existing team rather than replacing them?
That is the arrangement that works best. The agent takes the repetitive, out-of-hours and overflow calls; your people take the ones where judgement or the relationship matters. In practice it usually means not making the next hire rather than removing anyone — and if your plan is a headcount cut, say so at the start, because it changes what should be built.
Tell me what the calls look like.
Roughly how many calls a month, inbound or outbound, which languages, and what you want the agent to actually do. You get a written quote — including the per-minute running cost at your volume — within 24 hours. If the numbers say hire a person instead, I will tell you that.
